Viktor Gotovac in his book Employee representative in the employer body. Ways of employee participation in decision-making in the Republic of Croatia analyzes the numerous challenges faced by the institute of worker participation in decision-making and places it in a broader context of political participation and the realization of fundamental human rights. In five chapters, the author defines in detail the concept of workers' participation in decision-making, its forms, provides a general overview of the institute of worker representation in the employer's body, and finally places this institute in the context of the Republic of Croatia.

The representation and participation of workers in decision-making is a reflection of the approach that workers and employers are not necessarily opposing parties, but that their interests are the same in many issues. In addition to giving workers the right to complete information about their employer's operations, this institute also enables them to have a strong influence on both the employer's decisions and numerous other business decisions. Understanding the importance of the employment relationship for the quality of life of workers and their family members, the author places worker participation in a broader context of political participation and the realization of fundamental human rights, and analyzes the numerous challenges that this form of worker participation faces, especially in Croatia.

True, the decisions they made and implemented certainly affect the quality of an individual's life, politics is an important guideline in our lives, but the connection between the individual in the work relationship and all those decisions made on the occasion of his professional engagement and life is much more direct and obvious in the workplace, with the employer. What the employer decides on practically, unambiguously and directly affects the lives of the employees. And along with them, the lives of their family members and households. Looking at it this way, we should observe and respect democracy and participation in decision-making as factors in the quality of life and in the workplace, and, with regard to the locus – the workplace, at the employer – place them in the focus of the discussion about the real participation of citizens in making decisions that directly affect them.

Viktor Gotovac graduated and received his doctorate from the Faculty of Law of the University of Zagreb, and his master's degree from the Central European University in Budapest. He is employed as a teacher at the Department of Labor and Social Law at the Faculty of Law, University of Zagreb. Workers' participation in decision-making, collective labor law, settlement of labor disputes, development of labor law, activities on the labor market and health insurance are the topics he dealt with and wrote about the most. He participated in the drafting of a number of regulations and laws, advised and acted in the economy and public sector. In addition to the development of his academic career, he was also socially engaged through non-governmental organizations, and briefly engaged in politics. He is a member of the editorial board of several scientific and scholarly journals and the author and co-author of a number of scientific and scholarly books.
